Login as admin > Home > Tutorials
Title: Your title for the tutorial
Page Titles: Add a page title where you want to show the tutorial. If you want to show the same tutorials for multiple pages, then add a page title with commas like Settings, Order configuration.
Then it will show in the vendor panel like this
